We saw this in several flows and have reported this issue to callas.
It has not affected any of our flows.

The callas pdfTooolbox (Server) can do this for you.

In case you want some "proper" PDFs - have a look at the callas pdfToolbox Server, which is able to create PDFs from images.

Hello Lasse,
You also can use a "Split PDF" with [Index_], rename the pages you want to reorder and finally "Merge PDF" again.
I´d use callas pdfToolbox for this.
The pdfToolbox is a bit more clever, because it lets you easily strip e.g. the last two page in reverse order.

You may run the switch watchdog under a named user. This user should have access to your office installation.
