Padlock symbol on pdf files

The pdf:s aren't locked but have a symbol with a padlock in powerswitch. Does anyone know why.

No, they aren't encrypted. It is a good question though. I too have noticed it. They open up just fine, process just fine, can be edited etc. I just chalked it up to a UI "issue". Delete's just fine from Explorer/Finder.
I'm just a dude. Anything I say has nothing to do with any other person or company.
