Add Layer

Is it possible to create a new layer and keep it visible but not printable ?
I found that Pitstop 2017 can add objecst, rename and remove layers but found no add layer action.

If you add an object to a layer that does not yet exist, it will be created. Afterwards you can change the layer's properties.
